Position Summary: Emerald Technical Solutions has a contingent new contract opening for a Journeyman Information Technology Project Manager in the greater Baltimore/Washington DC area. cARMY is the Army’s Enterprise Cloud Environment, managed by Headquarters Department of the Army (HQDA)/Office of the Chief Information Office (OCIO) Enterprise Cloud Management Agency (ECMA). cARMY currently offers authorized and operational common shared services in Amazon Web Services (AWS) and Microsoft Azure at Department of Defense (DoD) Information Impact Level (IL) 2, 4 and 5. Additionally, ECMA has a contract in place to develop common services in AWS at IL 6 with expected delivery prior to this acquisition being awarded. The ECMA requires an Enterprise Cloud Common Shared Services Provider to takeover, expand, operate and continuously improve upon cARMY Cloud Common Shared Services in order to reduce complexity, increase security, eliminate duplication of effort, and increase Army-wide adoption of cloud computing technologies.
This position is located in Fort Belvoir, VA.
You’ll Bring These Qualifications: Plan, initiate, and manage information technology (IT) projects. Lead and guide the work of technical staff. Serve as liaison between business and technical aspects of projects. Plan project stages and assess business implications for each stage. Monitor progress to assure deadlines, standards, and cost targets are met.
Develops and maintains project plans, schedules, and budgets.
Coordinates with stakeholders to define project scope and objectives.
Monitors project progress and adjusts timelines as needed.
Manages risk assessments to identify and mitigate project risks.
Tracks project deliverables to ensure alignment with business goals.
Facilitates communication between technical teams and executive leadership.
Oversees resource allocation to optimize project efficiency.
Ensures compliance with industry standards and contractual requirements.
Conducts project status meetings and provides progress reports.
Develops and enforces change management processes.
Implements Agile or Waterfall methodologies based on project needs.
Resolves conflicts and remove roadblocks to maintain project momentum.
Reviews and approves project documentation for accuracy and completeness.
Supports continuous improvement initiatives to enhance project delivery.
JOURNEYMAN Requirements: Possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems. Contributes to deliverables and performance metrics where applicable.
Travel Required Occasional travel – You may be expected to travel for this position.
Additional Information
Pay Range: The proposed salary range for this position is $115,000. - $130,000.
