Position Overview
Emerald Technical Solutions is seeking a highly skilled Senior Cyber Security Engineer to provide subject matter expertise (SME) in cybersecurity for the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) Program Office at Aberdeen Proving Ground (APG), MD. The Senior Engineer will serve in a dual ISSM/ISSO capacity, supporting the secure development, deployment, and sustainment of JTCG/ME products. This role requires advanced knowledge of DoD Risk Management Framework (RMF), DevSecOps practices, and cybersecurity policy execution in direct support of Army missions.
Key Responsibilities
Serve as ISSM/ISSO for JTCG/ME products through official appointment via Program Office or JTCG/ME Executive Steering Committee.
Provide expert consultation on cybersecurity policies, compliance, and technical solutions for JTCG/ME and its Integrated Product Teams.
Develop, maintain, and execute DoD RMF documentation/artifacts, including security plans, test procedures, and risk assessments.
Conduct strategic planning and roadmapping for cybersecurity and RMF-related initiatives across JTCG/ME programs.
Coordinate with other ISSMs/ISSOs, Security Control Assessors, and Authorizing Officials to ensure cybersecurity compliance and accreditation of JTCG/ME systems.
Serve as administrator of Enterprise Mission Assurance Support Service (eMASS) for JTCG/ME product lines.
Provide cybersecurity guidance and oversight in DevSecOps development line activities, including pipeline onboarding, secure coding, vulnerability management, and continuous monitoring.
Support integration of cybersecurity requirements into system development lifecycles (SDLC), ensuring secure architecture and compliance with Army and DoD standards.
Deliver briefings, reports, and metrics to program leadership and stakeholders.
Provide mentorship and guidance to junior cybersecurity staff supporting the program.
Required Qualifications
Active DoD Secret clearance (Secret and Top Secret eligibility strongly preferred).
Bachelor’s degree in Cybersecurity, Computer Science, Information Systems, or related discipline (Master’s degree preferred).
8+ years of experience in cybersecurity engineering, including direct support to DoD or Army programs.
Demonstrated experience as an ISSM or ISSO supporting Army or DoD programs.
Strong expertise with DoD RMF processes, including development of RMF artifacts and successful ATO package submissions.
Proficiency with eMASS administration and supporting security assessment & authorization (SA&A) activities.
Experience supporting DevSecOps pipelines and CI/CD security integration.
In-depth knowledge of NIST 800-53, DoDI 8510.01, and DoD cybersecurity policies.
Strong communication and stakeholder engagement skills, including coordination with Authorizing Officials, SCAs, and program leadership.
Relevant cybersecurity certification(s) such as CISSP, CISM, CAP, CASP+, or equivalent (DoD 8570/8140 compliance).
Preferred Qualifications
Master’s degree in Cybersecurity, Information Assurance, or related field.
Experience supporting Army C5ISR or acquisition programs.
Familiarity with cloud-based architectures (AWS GovCloud, Azure Government) and securing hybrid environments.
